By and large most of the people killed on the Arab side have been armed and combatants. However, none of them are technically soldiers and therefore are often labelled as civilians despite being under arms and involved in violent action. Nor can we rely on "Palestinian medical sources" since they are often affiliated with terrorists groups and directly involved in acts of terrorism. SO we have a carful of people, one of whom is a wanted terrorist and the others are other terrorists - technically not soldiers but unquestionably terrorists.
By contrast, most of the settlers in Hebron are also armed. However, they have not been involved in using those arms to shoot at Arabs for the most part (Obviously there are exceptions, and one particularly glaring one - those are exeptions). They clearly live in harm's way and some of them are taken to violent action, usually rock throwing and it tends to get them dispersed, jailed and charged by the army. They may be arseholes, but they're civilians and all the more so the permanent yeshiva students who don't serve in the military at all.
