A $5000 fine and/or 6 months in jail, will put a stop to this sort of stuff, immediately. (The prosecuting attorney gets the $5000 fine also.)

If you have the balls to bring in a $300 mil lawsuit, then you better be damn sure it's not something frivilous.

I'm no legal smarty person, but it seems like 'frivolous' would be difficult to define in legal terms. Imposing a financial penalty for airing unpopular grievances would probably be a bad way to go to fix the system. Seems rather exlusive.
